1. Is SEBF like commercial insurance companies?
No. SEBF is a non-commercial, not-for-profit, self-insured and self-administered multi-employer union health benefit fund, also known as a Taft-Hartley Fund. SEBF only insures members of SEIU or its affiliates.
2. How do I get SEBF benefits?
SEBF benefits are available by bargaining them into your union contract. If you are interested in SEBF benefits, please let your union representative know at the beginning of contract negotiations.
3. Do I need to go a specific doctor or dentist to be covered by SEBF?
No. The SEBF Medical Plans allow you to choose your physician. No referrals are required. SEBF uses the Aetna Participating Provider Organization (PPO) and if you use a healthcare provider (i.e., doctor, specialist, hospital, lab, physical therapy provider, etc.) in the Aetna network, you will receive discounted fees.
The SEBF Dental Plans also allow you to choose the dentist of your choice, but in some areas of Upstate New York, SEBF has its own participating providers. SEBF Dental Plans have a fixed reimbursement schedule which is accepted as payment in full by SEBF participating providers. If you choose a dentist that is not in the network, you will pay the difference between the SEBF reimbursement and the dentist’s fees.
4. Who is covered under SEBF “family coverage”?
If you are an eligible union member with family coverage, your family may include:
1. You, the employee/union member.
2. Your legal spouse or qualified same sex partner.
3. Your unmarried, dependent child through December 31 of the year they turn 19.
4. Your unmarried, dependent child older than 19 through December 31 of the year they turn 24, if they are dependent on you for support and maintenance and are enrolled in an accredited school or college as a continuous, full-time student. Verification of full-time student status from the school must be submitted on a semester-by-semester basis.
5. Your unmarried, dependent natural or legally adopted child who lives with you in a true parent-child relationship; is completely dependent on you for support and maintenance with no other person legally responsible; and meets the age requirements above.
6. Your unmarried child age 19 or older who is mainly dependent on you for support and maintenance and is incapable of self-support because of mental illness, developmental disability, physical handicap or mental retardation. You must submit proof of your child’s incapacity to the Fund Office at no expense to the Fund within 31 days of the date your child becomes age 19 when benefit eligibility would normally terminate and at reasonable intervals when requested by the Board of Trustees.
